Legislative Overview

State legislatures across the country are on the front line of stem cell and SCNT legislation. Here are some resources and materials to help you in developing your legislative strategy:

  • National Conference of State Legislatures State Information - a resource on state specific legislation and issue information relevant to stem cell research and SCNT.
  • Sample Proactive Legislation - This bill in California, signed into law in September 2002, was the first in the nation to authorize human embryonic stem cell research through somatic cell nuclear transfer (SCNT), therefore offering the potential to cure life-threatening diseases. [Adobe PDF]
  • Sample Harmful Legislation - This Arkansas bill bans both reproductive cloning and SCNT used for medical research purposes and imposes severe criminal and civil penalties on scientists for practicing this potentially lifesaving research This legislation also sends a patient to jail for receiving treatment that utilizes SCNT research.
